Emergency Wastewater Rate Assistance Program
This program provides a temporary 30 percent discount on MSD wastewater charges for qualified low-income households. Learn more about the Emergency Wastewater Assistance Program.
Senior Citizen Discount
Senior citizens who are age 65 or older and have a gross annual household income of $35,000 or less may apply for a 30 percent discount on wastewater charges and the consent decree surcharge. Learn more about the Senior Discount Program.

MSD Residential Bill Charges
Wastewater Service Charge – this is a fixed fee for the maintenance and operation of MSD’s water quality treatment centers.
Wastewater Volume Charge – this charge is based on water consumption as measured on the Water Company meter. A volume rate per 1,000 gallons or CON (Consumption) is the unit of measurement.
Stormwater/Drainage Charge – this fee covers Stormwater, Drainage and Flood Protection Services for the benefit of the entire community. The residential charge is based on one ESU (Equivalent Service Unit), which equals 2,500 square feet of impervious surface—areas such as rooftops and driveways that do not allow water to absorb into the ground.
