MSD’s Shawnee Park CSO project honored by Design-Build Institute

The Shawnee Park Combined Sewer Overflow (CSO) Basin project, also known as the Southwestern Parkway CSO Basin, was nationally recognized and honored with three awards at the Design-Build Institute of America’s (DBIA) 2019 Design-Build Conference & Expo  The awards received are as follows:

• National Award of Excellence in the Water/Wastewater category (Top honor – one awarded per year in the United States)

• Best in Design for Engineering in all categories (Top honor – one awarded per year in the United States)

• National Award of Merit in the Water/Wastewater category (three awarded per year in the United States)

The 20-million gallon basin is a large “capture and release” system to temporarily store wastewater and stormwater during wet-weather events and gradually release them back to the sewer system for treatment when capacity is available. The project was a collective effort between MSD, Louisville Metro Parks, the Olmsted Parks Conservancy, community leaders, and local residents. It created new park amenities including an open-air pavilion, restrooms, restoration of Paul Hornung Field, refurbished basketball courts with electronic scoreboards and bleachers, a newly paved parking area for the spray ground and a resurfaced Loop Road. Funds were also provided to Louisville Metro Parks for additional park amenities.

The basin project also included a pledge from Design-Build contractor Ulliman Schutte to hire local labor. The project had 225 Jefferson County residents working in positions such as carpenters, ironworkers, electricians, masons, pipefitters, heavy equipment operators, and more. Ulliman Schutte reported 83 percent local labor usage, with 21 percent Minority Business Enterprise and 14 percent with Women Business Enterprise participation.

The $78 million project is part of a $1.15 billion mandate from the U.S. Environmental Protection Agency to clean up local waterways. Shawnee is the largest of MSD’s underground CSO basins. The basins and the 4-mile long Waterway Protection Tunnel will work together to greatly reduce combined sewer overflows by the end of 2020.
