The Pioneer Village service area has experienced recurring sanitary sewer overflows (SSOs) and capacity challenges for decades, affecting nearby neighborhoods and local waterways. As a result, PVWQTC has been placed on Kentucky Division of Water’s sanction list. To address these long-standing issues, expansion of the facility’s treatment capacity from 0.31 million gallons per day (MGD) to 2.5 MGD is necessary.
This technical upgrade will:
• Protect Public Health: Mitigate chronic sewer overflows.
• Improve Water Quality: Protect local streams, neighborhoods, and the environment
• Build Severe Weather Resilience: Increase system reliability during heavy rainfall and severe weather events.
MSD is pursuing federal Economic Development Administration (EDA) funding to help offset a portion of the project's cost. External funding will reduce the amount that must be financed locally, helping preserve affordability for Bullitt County ratepayers while advancing essential infrastructure improvements that benefit the entire community.

Since Bullitt County and MSD established a regional partnership in 2020, important progress has been made to improve wastewater service reliability and water quality for the Pioneer Village community. However, prior decades of system deterioration and historic underinvestment continue to create significant challenges that require major infrastructure improvements.
