Understanding my residential bill

MSD Residential Bill Charges

EPA Consent Decree Surcharge – this charge is to help cover federally mandated improvements and new infrastructure, which will allow MSD to capture and treat the combined sewer overflow volume in a typical rainfall year and eliminate sewer overflows in the separate sanitary system.

Wastewater Service Charge – this is a fixed fee for the maintenance and operation of MSD’s five water quality treatment centers, which process and treat wastewater 24/7/365.

Wastewater Volume Charge – this charge is based on water consumption as measured on the Louisville Water Company meter. A volume rate per 1,000 gallons or CON (Consumption) is the unit of measurement.

Stormwater/Drainage Charge – this fee covers Stormwater, Drainage and Flood Protection Services for the benefit of the entire community. The residential charge is based on one ESU (Equivalent Service Unit), which equals 2,500 square feet of impervious surface—areas such as rooftops and driveways that do not allow water to absorb into the ground.

Louisville MSD is taking steps to assist our customers who may be facing financial hardships due to the COVID-19 pandemic. We are temporarily waiving new late fees for customers who are having difficulty paying their billing charges incurred during this time. Additionally, during this crisis, Louisville Water will not turn-off water service to customers who fall behind in their payments. These are temporary measures and customers are still responsible for paying their Louisville Water and MSD bill. It is important to contact Louisville Water at 502.583.6610 or MSD at 502.540.6000 if you are having trouble paying your bill.

Drops of Kindness

Drops of Kindness is an effort by MSD and Louisville Water to help customers with unpaid bills. Whether you are a resident or business owner, Drops of Kindness offers a customizable approach to manage through difficult times and reduce future financial obligations.

Emergency Wastewater Rate Assistance Program

This program provides a temporary 10 percent discount on MSD wastewater charges for qualified low-income households. Learn more about the Emergency Wastewater Assistance Program.

 

Senior Citizen Discount

Senior citizens who are age 65 or older and have a gross annual household income of $35,000 or less may request an application for a 30 percent discount on wastewater charges and the EPA surcharge. To apply, please fill out and submit the Senior Citizen Discount application.
