The Federal Emergency Management Agency (FEMA) has received a subgrant application from the Louisville/Jefferson County Metropolitan Sewer District/ Pump #4 Equipment Damage- Pond Creek Flood Pump Station. Pursuant to Executive Order 11988 and 44 CFR Part 9.12, notice is hereby given of FEMA’s intent to provide funding for this project under FEMA Public Assistance.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. - Executive Order (EO) 11988 and EO 11990 require FEMA to consider alternatives - and provide public notice of any proposed actions in or affecting floodplains or wetlands. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
This notice serves as a project‐specific notice for FEMA’s funding action located within a Special Flood Hazard Area. FEMA has determined the only practicable alternative is to fund the proposed repairs to the Pump #4 Equipment Damage - Pond Creek Flood Pump Station. Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Proposed Work and Purpose: Louisville/Jefferson County Metropolitan Sewer District will be using contracts to repair a Toshiba flood pump motor, bearings, and flange (Serial No. 85113254; 4,800 HP; 460,080 GPM) at the Pond Creek Flood Pump Station. Hazard mitigation will be elevating the pump motor ancillary electrical components, control wiring, junction boxes, flood sensors, and vulnerable operating components; installing flood barriers or shields; installing backflow prevention; and installing flood sensors with automatic shutoff/protection systems.
Project Alternatives:
(1) No Action Alternative – This alternative is not practicable because it would leave the flood pump damaged and create potential future flood hazards in the next storm event community residents since the facility would not be operating at full capacity.
(2) Relocation outside of the floodplain - This alternative is not practicable because the facility is functionally dependent on its location to carry out its function of pumping flood water during storm events and times of higher water elevation. Relocating the facility would negatively impact economic aspects and social concerns for the community.
